Live Redesign

I'm working over here on a CSS redesign. Scotty (site owner and longtime buddy) has completely stripped the site and reworked all the markup to be more semantic. My goal is to get the site looking as close to Pepe's design layout as possible, here is a PDF of the target design (this pdf is 308k). Feel free to comment with suggestions and/or derision. Until I update this post, consider the work unfinished.

What do people think about "non-tactile" links. In other words, should links provide feedback to the user? I know my mother mouses over things until the pointer turns into a hand, but what if the OS or browser doesn't implement that feature? She'd never click on anything.

At some point, and i think it is because of IE's ubiquity and the fact that it was the first browser to change the text of links onMouseover whether the designer so-wished or not (I think), that behavior became "the standard." Should it be? I know that it feels right, for the most part, and links that do not provide such feedback can sometimes be confusing.

I think designers should just stick with underlining their links so users don't have to worry about fishing around for them. Why make an easy thing any more complicated or fancy. Links are nothing more than links. Let's not try to make them anything more.
